What is a BPOM Certificate?

Under Peraturan Badan Pengawas Obat dan Makanan No. 4 Tahun 2024, the national agency responsible for controlling the distribution of drugs and food products in Indonesia is the Badan Pengawas Obat dan Makanan, or what is more commonly referred to as the National Agency of Drug and Food Control. It operates through SISPOM, or Drug and Food Control System, in an important role of detecting, monitoring, and preventing the circulation of products that may pose risks to public health.

BPOM issues a number of permits related to distribution, often referred to as BPOM certification. Permission is issued by the head of an agency after considerable measures are taken in assessment to ensure that a food or drug product complies with all laws laid down and meets the necessary standards for consumption by the public. Once a business reaches such a level of certification, they can legally distribute products within the marketplace.

Why was the Government of Indonesia ever created to establish the Certification under its BPOM?

The government introduced certification of BPOM in order to protect the public from consuming processed foods that might come from household industries not meeting the necessary requirements on safety, quality, nutrition, labeling, and advertising. It sees to it that only the products that pass the standards are allowed to circulate in the market.

The program is also concurrent with major policies. Article 285 of Government Regulation No. 5 of 2021 concerning Risk-Based Business Licensing and Article 3 (1) (c) of Presidential Regulation No. 80 of 2017 on the National Agency of Drug and Food Control specify that BPOM has been granted permission to formulate norms, standards, procedures, and criteria on drugs and food regulation-not only prior to, but also during the distribution of such items.

In addition, BPOM Regulation No. 22 of 2018, Guidelines for Issuance of Food Production Certificates for Household Industries, had to be updated because of the changes in science and technology as well as legal frameworks. New guidelines would naturally surface for these industries towards adaptation with the new standards.

These combined legislative frameworks identify that BPOM certification is very important in protecting the consumer and ensuring that product safety, quality, and legal standards applied today allow them to be distributed in order to maintain public health and safety.

BPOM Registration Requirements

There are mainly two categories for BPOM registration, based on the origin of the product: domestic products and imported products. Each category has different requirements, which will be discussed below.

Domestic Product Requirements

Below are the requirements needed for domestic product registration.

  • Registration form properly accomplished and adequate product data.
  • Copy of Industrial Business License from Department of Industry and Trade (Disperindag).
  • Original laboratory test result which is good for six months containing three items, namely: nutritional content, chemical analysis, and contamination reports for bacteria, yeast, and mold.
  • Certificate of Good Manufacturing Practices (CPPOB), Risk Management Program (PMR) certificate, or audit result of manufacturing facility.
  • Power of attorney letter.
  • Product samples and suggested labels for distribution.

Requirements for Imported Products

Meanwhile, the requirements for imported product registration are as mentioned below.

  • Filled-out registration form with product details correctly done
  • Copies and original documents of the appointment letter from the manufacturer.
  • Copies and original documents of the Health Certificate originated from the country where the product belongs
  • Original laboratory test results. These are usually valid for six months.
  • Product samples and proposed labels for distribution.

Register for a BPOM Distribution Permit

To apply for the permit at BPOM, follow these steps:

  1. You go to the official website of BPOM at https://e-bpom.pom.go.id or download its mobile application.
  2. You will log in or create an account if you do not have one.
  3. You will give sufficient information about your product-for example, raw materials, nutritional content, and results of product analysis.
  4. Upload necessary documents
  5. Submit the physical copies of the same documents to the nearest office of BPOM.
  6. Wait for verification of data from BPOM and approval of the label design for the product.
  7. BPOM shall issue an invoice for the relevant fees based on SPB.
  8. Pay fees by uploading proof of payment.
  9. Awaits validation for the payment from BPOM.
  10. After validation, BPOM shall issue a Registration Approval Letter SPP.
  11. Submission of further requirements if requested by BPOM
  12. Distribution permit number shall be received.

The whole process usually takes around 30 days. The distribution permit of BPOM is good for five years. It can be renewed as well once it expires.

BPOM Registration Process Fees

  • Food and pharmaceutical products: From IDR 100,000.
  • Cosmetic products from countries outside ASEAN: From IDR 1,500,000 per product.
