Focusing on resolving the difficulties for Metro line No. 1

Said Mr. Nguyen Quoc Hien, Vice Head of the HCMC Urban Railway Management Board at the earth breaking ceremony of Metro line No. 1 (Ben Thanh – Suoi Tien) in early 2022, Metro line No. 1 project has reached nearly 89% of the total volume with many imprints in 2021 such as: cabling on the whole route, re-establishing Ba Son terminal area, completely energizing Binh Thai Power Station, importing 11 trains to Vietnam.

Said Mr. Nguyen Quoc Hien, the relevant parties will strive together so that before April 30, 2022 they can basically return the space, restore the traffic in the downtown area and then conduct the commissioning on each section. Specifically, the section from Long Binh depot to Binh Thai intersection (Thu Duc city) will be piloted in mid-2022, the section from Binh Thai to Van Thanh station will be piloted around August and the whole route will be piloted before December 31.

“It can be said that this year will be the pivotal year of Metro line No. 1 Project, before the Project is put into commercial operation in 2023. This event is the 50th anniversary of the formation of diplomatic relations between Vietnam and Japan,” said Mr. Nguyen Quoc Hien.

Speaking at the earth breaking ceremony in early 2022, Mr. Le Hoa Binh, Standing Vice Chairman of Ho Chi Minh City People’s Committee, the city’s leaders are very interested in this particularly important project. In order to speed up the progress and promptly resolve the difficulties and problems during the construction process, the City will hold periodic meetings once every two weeks with the investor and related parties.

“The City People’s Committee leaders will continue to strengthen the solution of the project’s difficulties and shortcomings. The investor and the master contractors should, however, continue to promote the spirit of overcoming difficulties, doing all efforts to deploy and implement the Project in 2022, ensuring the project’s progress”, said Mr. Le Hoa Binh.

Said the representative of the People’s Committee of Ho Chi Minh City, Ho Chi Minh City’s people as well as the whole nation are highly expected in Metro line No. 1 project, which will create a momentum for Ho Chi Minh City’s economic development after the difficulties caused by the Covid-19 epidemic. Thereof, when the completion of commercial centers, amusement parks, parking spots … associated with the terminals are not only for commuting, but also a place for shopping and sightseeing of people and tourists.

“Thus HCMC is very concerned about the quality of the works and the safety for passengers, and the issues related to the project are always considered, thoroughly evaluated, especially the commissioning”, said Vice Chairman of Ho Chi Minh City People’s Committee.

Commencement of Metro line No. 2 in the second quarter of 2022

Along with Metro line No. 1, the ground clearance of Metro line No. 2 (Ben Thanh – Tham Luong) is also being focused by Ho Chi Minh City government and the investor to speed up the progress.

According to Mr. Le Hoa Binh, in the second quarter of 2022, Ho Chi Minh City will kick off the Metro line No. 2 Project. In addition, in 2022, the city will also focus on key traffic projects to be carried out in this period. It is expected that the construction of Ring 2 and Ring 3 lines and enhancement of traffic connections with metro lines is expected.

In 2021, the handing over progress of the space to Metro line No. 2 is delayed because the land price coefficient in District 3 has not been approved and Covid-19 epidemic seriously affects the process of working and mobilizing people to hand over the space. … Currently, the investor recommends that relevant units soon advise Ho Chi Minh City’s People’s Committee to approve the land price adjustment coefficient in District 3, at the same time, strengthen mobilizing people to receive indemnity and soon hand over the space to the project…

Said the representative of Ho Chi Minh City’s Urban Railway Management Board, in addition to kicking off the project, the procedures and negotiation for additional loans will be completed in 2022; submission for the project’s loan structure adjustment; completion of the submission for the  project implementation time reschedule and total investment structure; completion of the contractor selection and signing the contract for the CS2B package – project implementation control consultancy and construction supervision.

Metro line No. 1 with a total investment of more than VND 43,700 billion, nearly 20 km long, from Ben Thanh terminal (District 1) to Long Binh depot, including 3 underground terminals and 11 elevated terminals. This project was previously expected to be completed by the end of 2021, commercial operation from 2022, however, the plan was delayed due to the impact of Covid-19 and there were still some problems related to the procedure for signing contract appendices with the general consultant, disbursing ODA…

Metro line No. 2 passes through Districts 1, 3, 10, 12, Tan Binh and Tan Phu, with a total clearance area of more than 251,000 m2, with 603 affected cases. Until now, the rate of site handover at the project has reached more than 83%. The investor, Ho Chi Minh City Urban Railway Management Board, has also received the space of 7/10 terminals and the section leading to Tham Luong depot from Tan Binh, Tan Phu, 10, and 12 districts.
